March 16, 2009Vangent Helps Health Plans and Third Party Administrators Address Influx of Subsidized COBRA
Arlington, Va., March 16, 2009 – Vangent, Inc., a leading provider of enrollment and information management solutions and services for health plans, today announced it is ready to assist the nation’s health plans and benefits administrators field inquiries and enrollments resulting from the flood of nearly seven million new workers now eligible for subsidized Consolidated Omnibus Budget Reconciliation Act (COBRA) benefits through the American Recovery and Investment Act of 2009 (ARRA). Vangent’s capabilities will enable health plans and third party administrators (TPAs) to answer inquiries from beneficiaries looking to see if they qualify, provide accurate premium information, generate millions of letters on demand to meet federally mandated notification requirements, and provide secure multi-channel enrollment processing for assisted and self-service choices. “The new regulations will put enormous strain on the systems and health plans and TPAs will need to move swiftly to prepare for the initial wave of new COBRA eligible beneficiaries who will now have access to affordable healthcare,” said Jon Jahp, vice president of Vangent Health Solutions. “Vangent can help quickly ease this burden through a variety of enrollment solutions, interconnected contact centers, on-demand and high volume printing and fulfillment capabilities, and intimate understanding of the new COBRA guidelines, all which enable us to deliver cost-effective, efficient enrollment and member services that will result in a positive experience for both health plans and their members.” Vangent draws from its vast experience as an enrollment, retention and member services provider for multiple health plans to deliver to the market a timely COBRA solution, particularly as approaching government guidelines and deadlines require swift action. Vangent’s informistm suite of solutions is the industry’s only complete turnkey member interaction management solution featuring a unique member service model that significantly increases contact center performance while lowering overall operating costs. With informist, Vangent enables health plans to service members and drive enrollments across all channels – phone, chat, e-mail, paper and the Web. Additionally, professional staff is specifically trained on COBRA to assure accurate and efficient facilitation of beneficiary inquiries and fulfillment requests. According to the U.S. Department of Labor, under the ARRA, COBRA-eligible individuals pay only 35 percent of their COBRA premiums with the remaining 65 percent reimbursed to the coverage provider through a tax credit. The premium reduction applies to periods of health coverage beginning on or after February 17, 2009 and lasts for up to nine months. Individuals who qualified for COBRA retroactive to September 1, 2008 are eligible for a special election period.
