Jeanne O’Kelley is Vangent's Senior Vice President of the Technology Excellence Center. Her primary responsibilities are focused on providing Vangent’s clients with cutting-edge software products and delivering superior technological capabilities through our Enterprise Modernization Methodology, which optimizes end-to-end enterprise business processes. Establishing an enterprise-wide view removes siloed organizational mindsets and focuses on enterprise value. It eliminates organizational, system and data boundaries by driving cross-functional job roles and focusing on optimizing end-to-end enterprise business processes.

Jeanne O'Kelley, Senior Vice President of the Technology Excellence CenterIn 1997, Ms. O'Kelley co-founded Blueprint Technologies, a software engineering company based in Vienna, Virginia, when she saw an opportunity to help businesses increase their competitive advantage by offering reusable software. As President and CEO, Ms. O'Kelley drove the strategic direction and overall vision of Blueprint Technologies, working closely with the Board of Directors and the executive management team.

In 2006, her success with this woman-owned, small business enabled Blueprint Technologies to grow strategically and aggressively through its acquisition by Vangent. As Senior Vice President, Ms. O'Kelley and her team of best-in-class business, software and enterprise architects strengthens Vangent’s information technology design capabilities and improves its government and commercial clients' enterprise performance through cutting-edge technology.

Ms. O'Kelley has been at the forefront of software engineering solutions for more than 25 years. As an early advocate of reuse, Ms. O'Kelley spent the foundation of her career supporting the Department of Defense's early reuse initiatives including the creation of the Ada language, the Air Force's worldwide Software Reuse Repositories, and the creation of the Air Force's Integrated Computer Aided Software Environment.

Prior to Blueprint Technologies, she joined Rational Software, an e-development company, where she led a field operation that pioneered the transition from the company's defense hardware and compiler solutions to the commercial growth market of object-oriented design and programming techniques. While at Rational Software, she collaborated with industry thought leaders who were driving the software development process based on business requirements captured in easy-to-understand Use Cases and visual models. This experience provided Ms. O'Kelley with a vision to build a company that provided robust and proven system design through reusable process, architectures and components.

Ms. O'Kelley serves as an advisor and mentor to several small businesses in addition to participating as a member of the leadership team for the Industry Advisory Council (IAC) Enterprise Architecture Shared Interest Group (SIG), working with other industry leaders to provide feedback to the Federal Enterprise Architecture Program Management Office (FEA-PMO) and the Architecture and Infrastructure Committee (AIC) of the CIO Council.

She also continues to participate with industry groups such as the Object Management Group (OMG), sponsoring the Reusable Asset Specification (RAS) with thought leaders IBM and Microsoft, while embracing other evolving paradigms such as Business Process Modeling (BPM), Software as a Service (SaaS), Web 2.0, Enterprise Decisioning, Composite Applications (xApps), and Service-Oriented Architecture (SOA).

Prior to Blueprint Technologies, Ms. O’Kelley co-founded ISI, Incorporated, a network installation and integration company, in 1983 and BDG, a manufacturing franchise company, in 1989. Ms. O'Kelley holds a Bachelor of Science degree in Business Administration from Towson University.
