Better Taxation Through Better Representation

The Customer Challenge
Integradora de Servicios Operativos (ISOSA), the Operating Services Agency for Mexico's Tax Ministry (SAT), is responsible for enrolling 2.5 million legal company representatives for tax identity purposes. Many company representatives would frequently change their identity - making it nearly impossible for ISOSA to find tax evaders. ISOSA wanted to reduce tax evasion and increase tax collection from businesses to build a stronger economy.

The Vangent Solution
ISOSA selected Vangent to execute an effective ID management system. Vangent manages and operates enrollment stations in more than 100 fixed sites and more than 30 mobile sites from vans owned by the agency. At each site, Vangent established a RUT (Transport and Usage Rack) assembly, equipped with a PC, signature pad, biometric scanner, and digital camera. Staff would collect documents, photos, signatures, and fingerprints from company representatives at a remote terminal. At the central server, a matching process would detect duplicates. The solution also enabled users to save, transmit, and store information on the central server and produce data reports. Through Vangent's sophisticated ID management system, ISOSA regained control and significantly reduced the volume unpaid taxes. The data collection enrollment process enabled ISOSA to identify company representatives accurately, and as a result, collect unpaid taxes or take the proper legal action for those unable to pay their debt.
