Vangent, Innovation and the Future of Student Aid

The Customer Challenge
The U.S. Department of Education's Office of Federal Student Aid (FSA) is the government's first performance-based organization, operating like a business to deliver financial aid to eligible post-secondary students. Because it must react to market factors like customer demand and even competitors, FSA needed to re-vamp its technology infrastructure to support 21st Century student aid while still meeting the requirements of the Clinger-Cohen Act of 1996. Yesterday's regulations, tomorrow's market needs = today's problem.

The Vangent Solution

FSA turned to Vangent for an enterprise-wide solution that provided a consolidated overview of data and data exchanges, organized as a future vision for the development, implementation, and integration of FSA's major systems. This solution empowers FSA with information to make enterprise-wide decisions that impact its IT Enterprise Architecture (EA). Vangent worked with FSA to design an EA work plan that would:

  • Place a new emphasis on "governance" and on improving visibility of the FSA EA at the executive level
  • Improve the Capital Planning and Investment Control (CPIC) process for FSA and reduce the level of effort currently required to produce the FSA business case and Exhibit 300s
  • Realign the FSA mission statement, goals, and supporting IT Infrastructure, creating a true line-of-sight from the business goals
